Is it a publicly funded university? If so, it will spend taxpayer money to hire the people it considers most qualified to fill its positions, and compensate them as it considers appropriate.

Do you think that foreigners, including British, don't teach at public American universities? Their compensation is paid by American taxpayers.

You appear to be assuming something's wrong with this situation. I bet there are several professors at that university who have similar compensation packages. Why don't you call them up and ask about it?

Why would I call them, I don't give a crap what people get paid at British universities!
Maybe you could call the office of the headmaster for a start?

Not short tempered...just thinking it through. It doesn't even have to be a university. Lot's of businesses will move strategic people around from place-to-place and pay for their hotel or dwelling. I remember when we moved west, the company paying for it paid my father not only for the whole family to stay in an Apt./hotel for a couple of weeks, but rented the first home we had for a year.
In this case, I suspect the university fooked up somewhere along the line, and was willing to pay up for the mess they made.

that is not that much allowance for rent. I assume he'd get money for the other expenses in addition.
In previous jobs where I have had to stay else where i have a budget (in addition to wages etc) of $400 a night for accom and food/drink. If it had been the UK for a month it would have been over 3500 pounds (after roughly converting)
And that is 'worker' tier, 'director/specialist' tier would be even higher.
And.... Why? because there in not enough competent people in the UK, Supply and Demand there is very limited Supply in the UK so if you are competent you are in demand and can command quite good remuneration.
