Interesting but I dont agree,
USA is experiencing similar decline while having virtually no welfare, China and Australia are going strong with lots of welfare.

Welfare doesn't seem to be the root cause, I'd suggest it is regulation, particualrly of banks.

Their example of Rome is not fair, Rome was fighing constant defensive wars for the century before its fall. Cornelius Sulla (the dictator a generation before Ceaser) led Rome through a simialr financial situation (even the welfare part) he did it by confiscating the weath of the Super rich which much like to today had achieved their weath thru less than moral means. Thus the suffering of a few for the good fo the many.

Of Course Sulla had person enemity with some of the super rich and confiscate often turned in to decapitate.
