a good friend of mine is having to go though a week long crown court trial for assaulting the police.

The basic role of police is twofold: 1) solve crime; and 2) assure order - hence, law and order.

The second of these is expressed by the expression, there's never a cop around when you need it. The other is that cops in the US solve only about 23% of all crimes.
