OK so your post is a hyperbolic fantasy.
But I'd still like to flag up 2 points you made.

1. No citizen can be deprived of benefits, no matter how criminal they are. (The only people who can be deprived of benefits are illegals). People with no income still need to eat. Basic biology tells us that they would die if they don't eat - Laughing

and food costs money.

2. Chop off his hands? You do realise that he won't even be able to wipe his own ass, do you? Hence you'd be punishing not just him, but the general public. Plus the govt would have to PAY a carer a fortune just to feed him, dress him, wash him, daily. A country that refuses capital punishment or even corporal punishment is not going to entertain such extreme practices.

I have to say, I like the idea of exiling as a punishment. The Greeks did it in a big way. Thucydides, for example. But there is nowhere to exile criminals today. There's no netherland to pitch 'em to. Imagine, you are exiled to Toscona Or, Provence. Like a vacation.

Yes, but then there's 'Any Mountain' and 'Columbia Outdoor', 'Eddie Bauer' and others, that make the desert quite comfortable. I used to hike, bike ride, canyoneer and mountain climb everywhere in the Sonora desert, Arizona. Not like Thucydides.

I doubt if any relatives would come forward to offer to care for them, given that they are problem kids / runaways / street urchins, already estranged from their parents. So by default they would be the local authority's responsibilty.
