My Grandaughter was there, Apparently a young Black girl slapped the face of a young Asian girl a short time previously and it kicked off from there,or could have been the other way round !

But I'd still like to flag up 2 points you made.
1. No citizen can be deprived of benefits, no matter how criminal they are. (The only people who can be deprived of benefits are illegals). People with no income still need to eat. Basic biology tells us that they would die if they don't eat - and food costs money.
2. Chop off his hands? You do realise that he won't even be able to wipe his own ass, do you? Hence you'd be punishing not just him, but the general public. Plus the govt would have to PAY a carer a fortune just to feed him, dress him, wash him, daily. A country that refuses capital punishment or even corporal punishment is not going to entertain such extreme practices.
