I guess it could be spying. 
Or it could be Trump's royal yacht waiting for his escape to Russian when his walls come tumbling down.

First thought I had! The second thought? It's a communication ship, intercepting all those smartphones, snapping photos of the secret documents on open display in the public restaurant at Mar Lago.
