Over 80% of people arrested for begging were not homeless
Fewer than one in five people arrested for begging in England and Wales last year were homeless, suggest police figures obtained by BBC Breakfast.
Freedom of information figures from 34 of 43 police forces showed 1,002 people arrested for begging in 2014 - of whom 199 were legally defined as homeless.

because it seems that whether you are seen as homeless or not is dependant upon your councils whim, rather than any primary legislation

I suspect that being of 'no fixed abode' would constitute as homeless... however I would also suspect that many of those would also have a place to stay at someone else's places...

Which is homelessness as defined by British law -- you have to have a place you are entitled to occupy that meets minimum habitability requirements in order to have a home.
I don't know why this should be treated as stunning news, though. For one, the same was just over 1,000 people. The sample only included people arrested for begging, so it can't represent all people who beg in the UK.
Isn't it likely that some people who beg are able to scrape together just enough money to afford housing, but resort to begging to meet other needs?

Over 80% of those arrested did have somewhere to live!!!
Others would have had places to stay!
Those who had their own place to live would have been able to claim housing benefits to pay for this home!
Plus entitled to other cash benefits!!!
Even homeless people can claim benefits and have places to get food handouts and shelter places as extras.
The figures suggest most beggars have own homes and subsequent other income in benefits.

Just because 80% are not legally defined as homeless does not mean some people need to beg due to their situation.

Again you seem to think only those legally defined homeless should beg.
That is just plain absurd and again just shows how poor a view is you have of people.
Your view is that if some are cheats this someone how makes the vast majority of those who do need to beg as if they are the same, which is daft. It just further proves that you have a very limited understanding and ethical view of people.
