We're talking about brick and mortar, not prisoners...least of all, defending them.

Open prisons are a way of saving money. That's why they exist. Saving money is a way of lowering taxes...austerity, cutting expenses, and all that. Who is against public protections (regulations)? Who is big on cutting government expenses? Who would support Open Prisons? It's directly related to Tory cost-cutting...LW'ers are not that interested.
