What is being done about this country and what it's doing to its citizens??

technically there is still a war being waged
the Korean war has not officially ended.

the other part is the West doesn't really have rights to do anything. our attempt at intervention have almost always been balanced against some fiscal gain for the West by invading a sovereign nation. We pretty much never make it better for the locals.

China might one day, since they are an immediate neighbor, but even then they are less 'interventionist' than the west.
