And that's something I see far too often especially when dim-wit humans are out at some entertaining street event with their furry family member ...standing around on that unbearably hot concrete/ bricks/cobble stone/gravel Evil or Very Mad

Absolutely agree, it was so hot yesterday and I saw people walking their dogs going past the top of the drive on the tarmac path by the road, and our patio was too hot to sit out on.   People have no sense.
