From this case study that was sighted in the article - it's a multiple layered social issue and the children are dead square in the center of it all.
The law is still unclear
The law relating to parental fraud is still far from clear.  Mr Rodwell’s case shows that compensation can definitely be awarded in similar cases – but the question remains; would the court’s judgment be the same if Mr Rodwell still had a warm, ongoing relationship with the children? The answer appears to be no but again, this appears to punish the father for maintaining strong and stable relationships with children he has raised for many years, suffering not just financial detriment but also the physical and emotional ‘ups and downs’ of raising children.
Until and unless more brave men decide to bring their cases before the courts and thereby force the Court into examining the issues that need to be resolved, those men who have been deceived, lied to and taken advantage of may well be denied justice, lose their money, their chance at fatherhood, and often, their faith in humanity.
In 2016, such a situation should not and cannot be allowed to continue.
If such cases persist ...I can see a required DNA blood test becoming as common at a birth as the required blood test for pre-wedding certificate from our local county clerk!
While I don't know if such a pre-wedding blood tests are a standard requirement for British citizens but there are a variety of requirements all across the USA prior to a wedding certificate is sold at our county court house.

The Royals once had to have a night of wedding bed nuptials preformed before a given number of noble men before the pregnancy would be deemed - sired by the King's own body Suspect ...egad, can't imagine the embarrassment and pressure that the young couple felt for that first nights event!  UGH Mad Embarassed Evil or Very Mad

And there's the legal issue of child support -{per child} should there be a divorce in the marriage.  I'm not sure how British Law handles or requires any Child Support after a wedding has been dissolved?
