Yes, Trump looks for the weak and desperate to pick on.  It's curious,because they are the same people who support him.  I think it's an authoro-submissive thing, described in Thedor Adorno's book, The Authorian Personality (1950).

In it, Adorno describes how the authoritarian personality is also the submissive personality.  This type lords over people below him, but equally, demeans himself and kisses ass of people above him.  The key is an uncompromising belief in a personality hierarchy, and the authoritarian's place in it.  You see this in Trump all the time: he mocks the disabled and speaks down to minorities, shits on Hispanics, and demeans women, but totally kisses Putin's ass...who has Kompromat on him and is his authoritarian superior.  The dedication is neither to those below, nor those above, but to the hierarchy itself.
