'Victims failed': Yvette Cooper
Adam Gerrard/Daily Mirror
Rape, domestic violence and child sex abuse victims are being failed because the Coalition is “hollowing out” the police service.

Shadow Home Secretary Yvette Cooper said rape reports were up 435 from 2010-11 to 16,327 last year, but prosecutions fell by 516 from 4,208 to 3,692.

Reports of sexual offences against children were 24% less likely to be passed to the CPS last year, she added.

Crime prevention minister Norman Baker said: “I am determined to improve the system’s response to rape and domestic violence.”

The number of offences referred to the Crown Prosecution Service has been falling since the general election despite a rise in recorded crime levels, according to Labour.

Reports of domestic violence went up 9.4% over the same 12-month period, but cases sent to the CPS went down by 13% and successful prosecutions 11%.

Last year, a reported sexual offence against a child was said to be 24% less likely to be passed from the police to the CPS than in 2010/11.

Labour compiled the figures using official data, parliamentary questions and the Freedom of Information Act.

Ms Cooper said: “The Police Service is being hollowed out by this Tory-led Government and victims of rape, domestic violence and child sex abuse are suffering as a result.

“There is a very serious drop in action against the most serious criminals and abusers since the Government’s police cuts and fragmented reforms started and specialist police units have been cut back. Victims of crime and abuse are being let down as a result.

“The number of rape, domestic violence and child abuse cases reported to the police is going up. But the number of cases that the police put forward for prosecution is plummeting as the service is being hollowed out.

“This has all happened in the last two years, yet the Home Secretary is turning her back on the problem she has created. Something is going badly wrong.

“We cannot go back to those days where justice was too long denied and these crimes were hidden, with victims often treated poorly, not believed, or ignored.

“We need new national standards in dealing with these serious crimes and direct action by all Chief Constables to address these appalling figures.

“I shall be contacting all of them and urging them to act even without the support of the Home Secretary.”

Why don't they give less tax cuts to the rich then they wouldn't have to cut the police services so much.

Eh?

My point is on the hypocrisy of this article where many victims were let down under Labours watch, or do you not think that happened then?

It's the present Con/Lib coalition that are making the cuts which are leading to the problems.

More now are coming forward ever since the JS affair.

Seriously to make political points on this is wrong no matter who is in Government as many times the children have been failed.

Sorry poor to say the least on this and again as stated it was worse before

WTF how is that showing anything other than cases being dropped?

Does it say why or if it is connected to a drop in numbers??

No

There has to be a genuine case to take to court, and under labour we all know what happened with the grooming gangs.

So why has overall crime continued to fall with less Police?

Yvette Cooper, Shadow Home Secretary, 18 November 2013

This morning, tech giants Google and Microsoft announced measures that they claimed would make it harder for internet search engines to return child abuse images.

The move came as the Prime Minister prepared to host a summit on internet safety at Downing Street, and David Cameron's campaigning on the issue was highlighted by Google Executive Chairman Eric Schmidt as one of the influences behind the changes announced today.
However, Labour has urged the government to do more. Shadow Home Secretary Yvette Cooper claimed that figures showed that while the number of child sex abuse cases was on the rise, nearly a third fewer allegations were being referred to prosecutors.
The Sun provided more detail on these figures, noting that while the number of cases involving the sexual abuse of a child "shot up from 14,885 in 2008 to 18,915 last year" there hasn't been a commensurate rise in referals to the Crown Prosecution Service (CPS):
"Police referred 9,381 child sex allegations to the Crown Prosecution Service last year. The figure was 11,094 in 2008 and two years later it was 13,018, meaning there was a 28 per cent drop since 2010."
Rise in child sex abuse cases
Child protection charity the NSPCC totted up the total number of cases recorded by police in 2012/13 for various sexual offences against children, and found that there were 18,915, including 5,156 allegations of rape of a female child under 16 and 6,634 cases of sexual activity involving a child under 16.
Comparing this figure with the total for same group of offences in previous years shows that the number has indeed increased from 14,885 in 2008/09: a rise of 27%.

We have to be a little careful about how we interpret this data, as it doesn't necessarily mean that there is a higher prevalence of child sex abuse, as Ms Cooper suggests. Police recorded crime covers allegations of abuse logged by police, many of which have not been proven (or even taken to court).
In this light, it's worth noting that although the prevalence of child sex cases has risen in the most recent year, it had remained largely flat for the three previous years, and the increase might owe much to the publicity surrounding Operation Yewtree arrests that followed the Jimmy Saville scandal.
CPS referrals cut?
The second part to the Shadow Home Secretary's claim rests on data unearthed in a couple of Parliamentay Questions earlier this year. These show that the number of cases passed to the CPS involving children fell from just over 13,000 in 2010/11 to 9,381 in 2012/13, following year-on-year rises in the two preceeding years.
However we should be careful about comparing this data directly to the police recorded crime figures as Ms Cooper did. As one of the answers given in Parliament makes clear, the offences grouped under 'child abuse' for the CPS's purposes goes beyond sexual offences, and includes crimes such as child homicide, neglect and trafficking.
It's also not necessarily the case that these figures show that 28% more offenders are getting away with it. What the data also highlights is that the proportion of cases that the CPS chooses to proceed with has also increased. While no further action was taken against alleged offenders in 36.4% of child abuse cases referred to the CPS in 2010/11, only 31.9% escaped further action in 2012/13. If we account for this, the drop in child abuse cases proceeded with by the CPS since 2010/11 is 22%, or less than a quarter.

Yes more are coming forward which makes these cuts so much worse. If the tories think Labour were letting victims down why on earth are they selling off the CJS to the highest bidder? Group 4 has just got awarded the DV contract in some areas. G4S! The ones who cocked up the olympic stewarding contract.
The NSPCC are facing such large cuts they are withdrawing from some are as of child work completely

And overall crime is going down and I think it is wrong score points of any Government on this to be honest Nems, but will defend when stupid claims are made, the point is more is always needed to help victims of abuse and both have let many victims down, so score points off the victims is wrong,  at least though it is more in the public eye which will help!
